Hearing addresses China’s growing spy presence in Cuba

Chairman Carlos Gimenez of the House Homeland Security Subcommittee on Transportation and Maritime Security held a hearing to address concerns over the growing influence of the Chinese Communist Party (CCP) in Cuba. The hearing focused on recent developments that suggest an expansion of CCP intelligence operations on the island, which is located just 90 miles from the U.S. mainland.

Recent satellite imagery indicates that China has been upgrading its intelligence facilities in Cuba, potentially to monitor U.S. military activities and communications. “Mounting evidence suggests that the Chinese Communist Party is expanding its strategic partnership with the totalitarian communist regime in Cuba to build advanced surveillance infrastructure capable of targeting the United States,” Chairman Gimenez stated during his opening remarks.

The potential threat posed by these developments was highlighted by Gimenez as one of “the most brazen intelligence operations ever attempted near the American mainland.” He expressed concern about several Chinese-funded signals intelligence facilities across Cuba and their capability to monitor critical U.S. military operations, commercial shipping, space launches, and sensitive communications.

Gimenez emphasized the strategic importance of southeastern United States assets such as Cape Canaveral’s space launch center and Miami’s headquarters of U.S. Southern Command. These locations play a vital role in national defense and could be at risk if foreign adversaries gather intelligence through Cuban cooperation with China.

He also noted Cuba’s historical collaboration with foreign adversaries against the United States, describing it as entering “a new and dangerous phase” fueled by economic desperation in Havana and strategic ambitions from Beijing.

In response to these concerns, Gimenez has taken steps including requesting investigations into individuals suspected of links to Cuban intelligence within the United States. Additionally, he urged for a suspension of U.S.-Cuba travel and remittances due to reports of increased Chinese activity in Cuba.

The hearing aimed to assess this threat’s scope and explore federal measures necessary to counteract it effectively. Gimenez stressed that overlooking this possibility would be detrimental given that “a hostile foreign power is working hand-in-hand with a communist dictatorship in Cuba.”

Congressman Carlos Giménez represents Miami-Dade County and is notable for being both Cuban-born—having fled after Castro’s rise—and for his service background before joining Congress.
